In conformity with the instructions contained
in your telegram No. 47 of the ath instant, I have the honour to submit the following remarks on the situation
at liacao.
Ever since the outbreak of the revolution the
hsiangshan district has been under the control of
various sections of the People's Army and infested by robbers and pirates, but, so far as i am aware, no overt act of aggression was committed by them on territory
claimed by Portugal.
In January of this year the Colonial Govern-
ment had occasion to complain of the unauthorised
passage through the Inner Harbour of Macao of Chinese troops proceeding to arrest pirates on the island of dangkum. On representations made by Mr. Hilton to General Lung it was admitteŭ that previous notice should have been given to the harbour authorities, but the Portuguese claim to the island was refuted. Tuis case has, I understand, been brought to the notice of
the Portuguese Legation.
On the 7th of September the Colonial Govern- ment complained of the seizure in the inner harbour of Macao of three Chinese junks and registered its protest. The present, Civil Governor replied that,
